حلحلآ‏»­ University Signs MoU with Three Ministries to Advance Maritime Education & Civil-Military Cooperation

حلحلآ‏»­ University Secretariat, حلحلآ‏»­ Campus – 20th September 2025 — حلحلآ‏»­ University has on Friday, 19th September 2025, signed a Memorandum of Understanding (MoU) with the Ministries of Technical and Higher Education, Defence, and Transport and Aviation. The signing ceremony took place in the Senate Room at the University Secretariat, حلحلآ‏»­ Campus.
The agreement establishes a framework for collaboration in education, research, training, and community development, with a strong focus on civil-military cooperation.
Director of Higher Education at the Ministry of Technical and Higher Education, Emmanuel J. Momoh Esq., said the partnership was designed to build Sierra Leone's capacity in key areas. "This agreement strengthens our work in national security, maritime research, cadet training, environmental stewardship, and institutional development, with Bonthe District as a central focus," he explained.

He added that the MOU would promote joint academic and research projects in marine sciences, environmental studies, and security-related disciplines. "We are creating opportunities for collaborative training, knowledge exchange, and the shared use of infrastructure," he said.

Each institution will play a distinct role under the agreement. According to Mr. Momoh, the Ministry of Technical and Higher Education, will provide policy guidance, accreditation, and alignment with national education strategies. حلحلآ‏»­ University – Bonthe Campus will develop and deliver academic and research programs in collaboration with the Navy. The Ministry of Defense will oversee Navy involvement and ensure security compliance, while the RSLAF Navy Detachment in Bonthe will supply technical expertise and logistical support for sea-based training. The Ministry of Transport and Aviation will provide maritime logistics, safety oversight, and port access.
To ensure effective implementation, the parties agreed to establish a Joint Coordination Committee (JCC) that will oversee activities, monitor progress, and address challenges. The MOU will remain in force for five years.

Chancellor of حلحلآ‏»­ University, Professor Sahr Moses Gevao, described the signing as historic for the institution and the country. "I take great pride in witnessing حلحلآ‏»­ University taking bold steps towards relevance, resilience, and responsiveness to Sierra Leone's development needs," he remarked. "This agreement is not just a formality—it is a shared commitment to nation-building, expanding opportunity, and fostering innovation."

Vice-Chancellor and Principal of حلحلآ‏»­ University, Professor Bashiru Mohamed Koroma, reaffirmed the university's vision for its Bonthe Campus.

"With this partnership, we aim to position Bonthe Campus as a model for specialized tertiary education in maritime studies, eco-tourism, coastal conservation, and management, in line with national and global standards."
